When David Rothstein gives his interpretation that “satan” in 1 Chron. 21:1 “likely … refers to a human adversary, its meaning elsewhere in the Bible,” he could well have cited the most apposite verse that apparently supports his interpretation; 1 Kings 5:18-19:
וְעַתָּה, הֵנִיחַ יְהוָה אֱלֹהַי לִי מִסָּבִיב: אֵין שָׂטָן, וְאֵין פֶּגַע רָע. וְהִנְנִי אֹמֵר–לִבְנוֹת בַּיִת, לְשֵׁם יְהוָה אֱלֹהָי: כַּאֲשֶׁר דִּבֶּר יְהוָה, אֶל-דָּוִד אָבִי
On the other hand, we can read both texts as ambiguous, inviting interpretation as either “Satan” or “satan.” Either way, both texts, like Job chapters 1 and 2, can be read as describing forces beyond the knowledge or control of even the most powerful and successful human beings.
