Vayakhel-Pekudei 5780

This is Torah Talk for the week of March 15th, 2020

Exod 36:1  Let, then, Bezalel and Oholiab and all the skilled persons whom the LORD has endowed with skill and ability to perform expertly all the tasks connected with the service of the sanctuary carry out [ועשה] all that the LORD has commanded.

Why would someone think this verb should be in the past tense?  And what does that have to do with this verse starting a new chapter?
